UAP records-collection provisions become law in a reduced form
US federal government; National Archives
Witness account
Public Law 118-31, the FY2024 National Defense Authorization Act, enacted UAP records provisions on December 22. Sections 1841–1843 directed the National Archives to establish a collection and set requirements for identifying, reviewing and transmitting relevant government records, with specified grounds for postponing public disclosure. This created a concrete archival obligation that would be implemented after enactment.
Public record
The enacted statutory text is available through the National Archives. A December 13 Senate colloquy records Schumer and Rounds' objection that the negotiated legislation omitted their proposed independent review board and provisions for obtaining alleged recovered material held outside government. The original July amendment and final statute therefore have materially different scope.
