Schumer–Rounds propose the UAP Disclosure Act

US Senate, Washington, D.C.

Witness account

Senators Chuck Schumer and Mike Rounds introduced a proposed UAP Disclosure Act as an amendment to the defence authorization legislation. Modeled on the JFK assassination-records process, it sought a government-wide records collection and an independent review board, alongside provisions concerning alleged recovered technologies and biological material. Its specific wording made the proposal an important milestone in the congressional disclosure debate.

Public record

The senators' announcement and amendment text establish what was proposed. They do not establish that each category of material described in the bill exists. Legislative language can define the records or objects to be covered if encountered without certifying the underlying factual allegations.
