ODNI's public assessment discussed 144 government-source reports concerning incidents from November 2004 to March 2021. One was identified with high confidence as a deflating balloon; the others remained unexplained in that dataset. Eighty reports involved multiple sensors. Eighteen incidents, described in twenty-one reports, included observations of apparently unusual movement or flight characteristics.
Public record
The nine-page official report is explicit about limited high-quality data, inconsistent reporting and the need to assess sensor errors and misperception. It proposed several broad explanation categories rather than attributing all cases to one source. The report's numbers describe reports and incidents, not a census of independently verified exotic craft.
