Gerald Haines’s history of the CIA and UFOs
Central Intelligence Agency, Washington, D.C.
Witness account
CIA historian Gerald Haines published an account of the agency’s role in UFO controversies from 1947 to 1990. Drawing on records reviewed following renewed interest in the early 1990s, the study discussed the agency’s investigations, the Robertson Panel and secrecy surrounding reconnaissance aircraft. Its public reception in August 1997 focused strongly on the relationship between secret aircraft and UFO explanations.
Public record
The article is an official institutional historical publication, not an independent audit of every UFO case. Haines attributed a substantial proportion of reports in the late 1950s and 1960s to U-2 and later reconnaissance operations, and described public explanations that protected classified activities.
