Witness account

Before a Lions Club meeting, Carter and other people reportedly watched a bright object whose appearance changed. Carter was a private citizen and former state senator at the proposed 1969 date, not yet governor or president. He filed the well-known account in 1973 while governor. Later political associations often obscure this basic chronology.

Public record

The report survives in presidential-library holdings. Robert Sheaffer’s 1977 investigation used local meeting records to argue for 6 January rather than the October date written on the form, and proposed Venus as an explanation. The corrected date is a reconstruction, not the date recorded in a surviving same-night UFO report. A claim that Carter saw extraterrestrials also goes beyond his account of an unidentified light.
