The National Investigations Committee on Aerial Phenomena is formed
Washington, D.C.
Witness account
NICAP was established as a civilian organization and became closely associated with Donald Keyhoe’s campaign for serious investigation and congressional scrutiny. Its board, membership and investigators included people with military, aviation and technical backgrounds. The group’s collections preserve correspondence, interviews and reports that did not all pass through the Air Force program.
Public record
Surviving organizational files and publications support the institutional chronology. NICAP’s 1964 The UFO Evidence, edited by Richard Hall, organized reports by witness backgrounds, physical evidence and recurring descriptions, and included a section on Congress.
