Twining memorandum recommends a formal study
Wright Field, Ohio / Washington, D.C.
Witness account
Air Materiel Command’s memorandum assessed reported flying discs and recommended a coordinated, classified study. Its actual sentence is: “The phenomenon reported is something real and not visionary or fictitious.” The text discussed reported disc-like objects, maneuverability and apparent evasive behavior, while also considering meteors, an unknown domestic project and possible foreign technology.
Public record
An identifiable official memorandum survives and was reproduced in the Condon Report. Its evidentiary basis is interrogations and preliminary analysis of reports.
